Deputy Minister of Health, Yang Berhormat Dr. Lee Boon Chye said the development of Industry 4.0 (IR4.0) in the healthcare sector can only be heightened when there are adequate human resource, world-class infrastructure and appropriate regulatory framework in place.
Speaking at the International Conference on IR4.0 or MYINDUSTRIES 2019 by SEGi University, Dr. Lee said over the last two decades, the Ministry of Health (MOH) has been investing in digital health technology to improve the health care system in the country and it will continue doing so by piloting programmes that assimilate IR4.0 technology.
“We launched the telemedicine blueprint and enacted Telemedicine Act way back in 1997. MOH also established The Malaysia Health Information Exchange which is a patient record interoperability platform. The Malaysia Health Data Warehouse was set up as a key repository centre of health data for analytics, strategic planning, evidence-based decision making and research,” he said when explaining MOH’s technology investments in the past.
He said MOH recently embarked on a pilot programme on virtual clinics which enables patient consultation via video conferencing with doctors.
He also elaborated on key developments involving IR4.0 which is transforming the health care industry including advancements in biotechnology in developing regenerative medicine; gene editing to cure genetic diseases; nanotechnology for precision drug delivery and robotics; IoT for healthcare applications; artificial intelligence to support diagnostics; big data to improve decision-making; 3D-printing for prosthetics and robot-assisted surgeries.
Dr. Lee also impressed upon the idea of mitigating challenges that may arise as a result of these technologies including cost, resource utilisation and the impact on the doctor-patient relationship and said urged policymakers to continue to modernise the existing governance systems and structures.
“Since 2018, MOH initiated efforts to develop a regulatory framework and practising guidelines for new service model taking into recent developments in virtual clinics and ‘uberisation of healthcare’. These regulations and guidelines shall adhere to the principles of patient safety, quality of care, confidentiality, accountability and traceability,” said Dr. Lee.
The three-day mega international conference and exhibition on Industry 4.0 themed “A Global Revolution in Business, Technology and Productivity” ended today. It attracted over 1,000 participants, prominent industry players and academia, top local and international speakers, and a host of country leaders.
The Prime Minister of Malaysia, Tun Dr. Mahathir Mohamad who launched MYINDUSTRIES 2019 on October 14 said universities play a major role in solving real industry problems for the effective implementation of industry 4.0.
“Our universities have to start focusing on developing their R&D capabilities in solving real industry problems and case studies of increased productivity and Return on Investment (ROI). This provides a strong value proposition for the Industries,” said Tun Dr. Mahathir in his keynote address.
“There must be more research done on transforming the SMEs towards technology-driven businesses. We need more customised technologies to suit the Malaysian industries and Industry 4.0 could be a new beginning for local technology developers and researchers. Of course, the Government is more than willing to listen, understand and assist the private sectors in establishing the right ecosystem for this purpose,” he added.
On Day 2 of the conference (October 15), Yang Berusaha Tuan Tian Chua, the chairman of Malaysia Productivity Corporation delivered a keynote address titled “Towards a Productive and Fairer Society” and moderated a panel session on “IR4.0: Challenges of Implementing Industry 4.0”.
This was followed by keynote addresses from Minister of Primary Industries YB Puan Teresa Kok, and Deputy Minister of Works, YB Tuan Haji Mohd Anuar Mohd Tahir as well as Minister of Entrepreneur Development YB Datuk Seri Mohd Redzuan Yusof.
MYINDUSTRIES 2019 was put together with the aim of gathering various stakeholders to network and share their experiences, products and services in order to facilitate the effective roll-out of IR4.0 in Malaysia.
Over 100 breakout sessions, panel sessions, talks, as well as academic and research tracks took place over the course of three days featuring distinguished speakers, government officials, captains of industry, academics, technopreneurs, SME operators, technology providers, and venture capitalists.
Some of the more notable sessions included a panel session and talks on National Policy on IR4.0; Digital Infrastructure Lifestyle; Industry 4.0 Enabling Technologies; Assessing the Readiness for IR4.0 – A Mental Model Approach; Embracing IR4.0 and Developing Students and Workforce to Acquire Critical Skills and Fill Skills Gap; Innovation Value Chain for IR4.0; and Opportunities and Challenges for Malaysia in Adopting IR4.0.
The conference also had concurrent sessions on simulation and augmented reality, blockchain, artificial intelligence, computing, healthcare, engineering, education, and other technology trends.
