Refer to Part 1. Technologists and Technicians Bill 2012 proposes establishment of Technologists and Technicians Act 2012 which envisions the establishment of the Malaysia Board of Technologists to facilitate the registration and recognition of technologists and technicians.
If the act is passed by the Parliament, it will be enforced by law that a body known as Malaysia Board of Technologists which will recognize and regulate professionals in the ICT and related industry that is not by nature belonging to conventional engineers.
A few good examples are software architect, software engineer, network engineer and system engineers.
By current standard, these ‘engineers’ are recognized by vendors respectively which are good for the vendors but not so good for the ‘engineers’ because not only that their skills and earning power are limited to specific vendors, the biggest issue most of the time is that their skills become obsolete every one or two years which will have indirect negative impact on career advancement.
This also indirectly addresses the pain of ICT ‘professionals’ who most often find themselves replaced by younger ‘professionals’ freshed out of school who just had the privilege of learning newer skills shortly before joining the workforce. As a result of this, ICT ‘professionals’ are subjected to tremendous income-stagnant and in extreme cases, are forced to quit the industry out of desperation.
The proposal proposes four category of professionals.
1.) Professional technologists
- For experienced working ‘professionals’
- Approve and certify projects
2.) Graduate technologists
- For fresh graduates
3.) Certified technicians
- For experienced working ‘professionals’
- Approve of certify projects.
4.) Qualified technicians
- For fresh gradudates
